Founded in 1975, Hangzhou Automation Technology Reasearch Institute is one of the earliest scientific research institution in Zhejiang engaged in R&D, system integration and high-tech product development in the field of automation, computer, information and communication technology. After restructuring and formed a wholly-owned TOFine in 2003, Hangzhou Automation Technology Reasearch Institute. completed the strategic leap from a state-owned scientific research institute to a high-tech enterprise. In addition, it has established such provincial innovation platforms as Zhejiang Industrial Automation Engineering Test Base, Zhejiang Industrial Automation Public Service Platform Testing Sub-platform, Provincial High-tech Enterprise Research and Development Center for Intelligent Sensing and Automation Equipment, Zhejiang Technology Center for High-tech Service Enterprises, etc., and mastered core technologies in the automation, information technology, robotics, equipment manufacturing, sensing and Internet of Things. Over the years, Hangzhou Automation Technology Reasearch Institute has undertaken and completed more than 20 national key scientific and technological projects, achieved more than 160 scientific research results, and more than 100 national, ministry-level, military, provincial and municipal commendations and awards.

In 2003, Hangzhou Automation Technology Reasearch Institute completed the restructuring and established the wholly-owned TOFine specializing in comprehensive businesses such as automation system R&D and design, integrated manufacturing, engineering implementation, brand agency and consulting services. TOFine, after more than 40 years of experience accumulation, has built a nationwide sales and service network headquartered in Hangzhou, supported by strong technical force, and successively established eleven subsidiaries and offices in the east, northeast, southwest of China. In 2016, TOFine was listed on the NEEQ.
